Uganda’s Kony fails to Sign Peace Deal Yet Again

Ugandan rebel leader Joseph Kony failed to show up for a meeting in South Sudan, where he was expected to finally sign a long overdue peace agreement. Members of a Ugandan government delegation led by cabinet ministers Ruhakana Rugunda and Ruth Nankabirwa waited for Kony at Ri-Kwanagba, South Sudan, before dejectedly flying back to Juba in the evening. They had been accompanied to the expected meeting by UN envoy Joaquim Chissano and elders from the northern Ugandan Acholi tribe. Last week, Kony had promised to sign the peace agreement to end a 21 year insurgency that has killed thousands and displaced nearly two million people.[PE]
