Togo has announced a full waiver on primary school fees as the new school year starts this month. Many Togolese parents have celebrated the abolishment of the fees, which ranged between US$3.70 and US$5.10 in a country where the average monthly income stands at about US$33. The free primary school policy is part of a new US$80 million Togolese government investment in education. [PE]
