Uganda Rules Out Re-Negotiation with Rebels
The Ugandan government has rejected prospects of any further talks with the rebel Lord’s Resistance Army, saying there were no outstanding issues as everything had been concluded by April this year. Uganda’s Interior Minister Ruhaka Rugunda says all that remains is for LRA leader Joseph Kony to sign the final peace deal, which he snubbed after reaching agreement with government negotiators last April. Earlier this week, Kony contacted former Mozambican President Joaquim Chissano, who is the UN’s special envoy in the conflict, and asked him to arrange for further discussions. The LRA leader refused to ink the peace deal in April, insisting on the quashing of an International Criminal Court indictment against him. [PE]
