DRC Grants Amnesty to LRA

DR Congo has granted amnesty to all foreign rebel groups operating in its war-wracked eastern region, the most significant of which is Uganda’s rebel Lord’s Resistance Army (LRA).The new law, which was enacted by the county’s parliament in Kinshasa, applies to all crimes committed by the rebel groups since June 2003. It however does not apply to rebel leaders accused of genocide, war crimes and crimes against humanity - such as LRA leader Joseph Kony. [PE]
