Ugandan Rebels Issue Fresh Conditions for Talks
Uganda’s rebel Lord’s Resistance Army (LRA) has issued fresh conditions to be met before it reengages in talks to resolve the country’s 21 year insurgency. LRA leader Joseph Kony wrote to South Sudanese Vice President Riek Machar, who is mediating the negotiations, demanding the immediate delivery of food, water and medicine supplies for his fighters. Kony also demanded the implementation of a security plan to secure the two border posts between Sudan and the Democratic Republic of Congo, where he plans to meet a team of government negotiators. This is the first time the elusive LRA leader has communicated to mediators since refusing to sign a peace deal in April. (PE).
